We need assistance to advance our mission below. We need volunteers to help create promotional materials, make calls and/or send emails to potential donors. We also need assistance creating our ahtletics program operations plan for the upcoming 2017 season. Whatever your talent or gift is, we can use it! Blue Lights College (BLC) is a Police preparatory school that will work to develop and create outstanding college men and women preparing for careers in the Law Enforcement Industry.

The ministry was created to prosper youth and families that renew minds to change the world. We stand on the Word of God that all needs for this school will be met financially through supporters of the established vision of TheVine919. What We Do:
Founded in 2015 by Captain Jacques Gilbert, and other education and business leaders, BLC offers leader and career development training and community based academic preparation for college men and women pursuing a career in Law Enforcement.

Most men and women share the belief that it is the unique people skills training that goes beyond basic traditional law enforcement training. BLC's curriculum is based on Faith, Purpose and Trust - which are VITAL requirements and NEEDS for our nation's marriage between the public and police both now and in the future.

Funding our athletic programs (wrestling, women's volleyball and men's basketball.. as a start), is paramount importance in RECRUITING, TRAINING, TEACHING and RETAINING future law enforcement personnel. Millennials say that athletics competition is a major factor in their generation.

Who We Are:

Jacques K. Gilbert is a native of Apex, North Carolina. Jacques graduated from Apex High School in 1987 and went on to attend Wake Technical Community College.
In 1989, Jacques attended Basic Law Enforcement Training at Coastal Plains Police Academy in Wilson, NC. Jacques received his Basic Law Enforcement Certification in December 1989. Jacques was hired as an Apex Police officer in Apex, NC on March 20, 1990 and has served in the capacity of Patrol Officer, School Resource Officer, Drug and Gang Unit Sargent and Patrol Division Commander from August 2008 - August 2011. Jacques currently serves as Criminal Investigations Division Commander at the rank of Captain for the Apex Police Department. Jacques is a proud graduate of the F.B.I. National Academy 220th Session. He was officially published in August 2012 and has authored a total of three books. 10 Steps to Becoming a Police Officer in North Carolina is a book linked to his Law Enforcement Success. Jacques is a State of North Carolina Certified Police Instructor: Subject Control and Arrest Techniques, Unarmed Self-Defense, SPEAR, TASER, Physical Fitness, Rapid Deployment, Officer Survival I, Officer Survival II, Certified Personal Trainer and CEO of TheVine919. Captain Gilbert was recognized by the White House as part of the "Champions for Change" program for his role in creating the Rodgers Family Skate Plaza in downtown Apex. In October of 2016, the Apex Chamber of Commerce awarded Captain Gilbert - Citizen of the Year
