Please Help Create a Snazzy Background For Artist Website

**If what I'm about to describe sounds easy to you- PLEASE consider helping out.....because it's overwhelming for us!**
We have a photo that we want to use as part of a static background- we're looking for someone that can make a background that fits the theme of the website (or even uses an existing background from other pages on the site) and embed the photo in a way that blends well.
The page content will be able to be scrolled up and down, but the background will remain in the same spot.
We can provide a link to an example, if this isn't clear.
