Website Building, new site needed

We have an old, outdated, non interactive website that was built with Joomla and we have been told that it has been hacked a few times.

I have never been on the "back side" of the site, only minor edits so I really want to have a website built that is easier to access and use for a basic computer literate individual.

We run a rescue so our main goal is to get people to apply to adopt or foster a dog but we also focus on resources to avoid rehoming a dog (behavioral advice, financial grants, etc.), we also want to engage potential donors and volunteers.

We are looking for a professional, more interactive site that will engage or bridge between our more active social media platform.

We want to find someone that can talk to us to get a feel for our biggest needs, share a few examples of things we like and put together a site we can use in a fairly cheap hosting manner.

We currently use 1and1 but are willing to switch if better.

We would like to find someone that could be dedicated enough to finish it sometime in the next few months. We have posted this before and had promises that were abandoned so we really want to make sure this is something you are willing to complete from beginning to end. Referrals can be a wonderful benefit for you as well. There is a paid job also available if this job is completed.
