Mission Statement

TASC offers life-changing opportunities for people whose substance abuse or mental health problems have put them at risk for chronic involvement with the justice system. We place people into rehabilitative programs across Illinois and provide monitoring and recovery support for sustained success. Through direct services and public policy, we advocate for effective and cost-saving solutions that allow individuals, families, and communities to thrive.

Description

Smart Start is a free program for low-income women and girls in Peoria County who are pregnant or who have young children. The program was developed by the State of Illinois as a means to decrease infant mortality, decrease very low birth weights, and increase access to medical and dental care for eligible individuals.

Smart Start has two focuses. The Better Birth Outcomes (BBO) initiative works with expectant mothers, and the Intensive Prenatal Case Management (IPCM) initiative helps parents of young children access services to increase maternal and child health.
