Agency Overview

Established in 1965, Community Action Partnership of Lancaster and Saunders Counties offers over fifteen distinct programs and services geared toward empowering individuals struggling in poverty to reach their full potential and achieve self-reliance. Through all of its programs and services, the primary goal of the agency is to ensure that individuals’ basic needs are met first, and then through case management, work with them toward achieving self-reliance. Community Action believes that when an individual's self-reliance (i.e. self-motivation; self-confidence) is increased, he or she will simultaneously move toward greater economic self-reliance.

Last year, Community Action served 12,778 individuals through its basic needs, child and family development, homeless prevention, employment and training, money and savings, housing, and community services. Though virtually all individuals and families served through Community Action’s programs and services are low-income, the agency generally targets: 1.) Individuals and families living at or below 100 percent of the federal poverty guidelines; 2.) Homeless/near-homeless populations; and 3.) At-risk populations such as single female parents (in 2013, 76% of all households served by Community Action were led by single female parents), refugees and immigrants, and those who suffer from mental illness or substance abuse.

Our Vision of Success

The children we serve have greater opportunities to succeed in school and beyond. They grow intellectually, emotionally, and physically. Their families understand the vital role they play in their child's development.

The adults we serve have the ability to provide for themselves and their families. They have greater self-confidence, increased knowledge and skills, and can manage temporary setbacks and focus on long-term solutions. Their living conditions are improved, they are building and strengthening personal support systems, and they own a stake in their community.

Our partners value our understanding of poverty and work with us to share resources and help our clients achieve their goals. They join with us to educate the community and give a voice to our clients.

Our communities grow more prosperous as those we serve become self-sufficient. There is widespread appreciation for the successes of our clients, the benefits of our programs, and the broader impact our work is having on the social and economic well-being of the greater community.

I am providing volunteer support with the VITA (Volunteer Income Tax Assistance) program and have discovered the huge need for assistance. The need for volunteers is huge, including anyone who can assist in providing language services. The staff are very knowledgable and easy to work with. They offer any training you may need.
