Head Start is a federally funded program for preschool children between three and four years old from low-income families. The children who attend Head Start participate in a variety of educational activities. They also receive free medical and dental services, have healthy meals and snacks, and enjoy playing indoors and outdoors in a safe environment. The Guidance Center houses and operates one of the largest Head Start programs in Michigan (10 sites).

The Policy committee - The Guidance Center Head Start/Early Head Start Delegate Level,

This includes parents/legal guardians who have been elected by Parent Committee members. Also includes Community Representatives from area service organizations and/or businesses. The committee discusses and addresses program issues and concerns and elects representatives to attend the Policy Council Committee meetings.

Community representatives

  1. Be a representative of a local community: businesses; public or private community, civic or private community, civic and professional organizations; and others who are familiar with resources and services for low-income children and families, including for example the parents of formerly enrolled children.
  2. Regularly and timely attend all Policy Committee meetings.
  3. Actively participate in meetings by being familiar with agenda items prior to the meeting, considering all information and discussion before voting, and being informed of the Policy Committee purpose, plans and progress.
  4. Be mindful of the rights of other members to express their opinions.
  5. Consider all information and opinions before voting.
  6. Adhere to the Policy Committee Code of Conduct.
  7. Adhere to the Policy Committee Statement of Confidentiality.
  8. Accept and support all final decisions of the Policy Committee.
  9. Support and promote the Head Start/Early Head Start Program.
  10. Notify the Parent Family & Community Engagement Specialist as well as his/her Alternate Member with as much advance notice as possible if they are unable to attend a Policy Committee meeting.
  11. Demonstrate a working knowledge of parliamentary procedure.

The Guidance Center (formerly Downriver Guidance Clinic) is an innovative leader in providing quality behavioral health, substance abuse, and community outreach services to children, adults, and families. The private, nonprofit agency is at the forefront of creating new prevention and educational models to help children and families deal with mental health and substance abuse issues and has a history of responding to the ever-changing needs of the people of Downriver and metropolitan Detroit communities.
